Can the UN Battle Terrorism Effectively?
Security Council resolutions have "mobilized states for a campaign of
nonmilitary cooperative law enforcement measures to combat global
terrorism." This is an extended version of the article appearing in the
January 2005 issue of USA Today magazine.
GLOBAL TERRORISM AND THE UNITED NATIONS: A CHALLENGE IN SEARCH OF A
POLICY [PDF] Terrorism is hardly a new phenomenon: it has
posed a threat to civilization for centuries, manifesting itself in a
variety of guises in different places and times. For most of the UN’s
history, Member States treated their terrorism problems as matters of
national and local concern and chose not to bring them to the attention of
the UN. Until the end of the Cold War, in fact, the Security Council seemed
more worried about counter-terrorist measures than about terrorism itself.
The United Nations Approach to International Terrorism following 9/11
This article is a product of a lecture given by the author as part of the
ICT course on Homeland Security. The article explores the United Nations
reaction to the events of 9/11, through the creation of the
Counter-Terrorism Committee to various reports and panels led by the
Secretary-General. The article also looks at the reaction of states to
UN-led initiatives on counter terrorism. The paper concludes that the
United Nations has accomplished much in the realm of counter terrorism by
establishing some useful facilities to encourage international cooperation.
However, the UN fails to take any effective action against those who
continue to support international terrorism, and this detracts from its
efforts, cast doubts on its abilities, and prevents international
cooperation.

including terrorist groups, from laying their hands on and spreading

for quite some time. Between 1970 and 1999 at least about 10 international
conventions were adopted, which defined various "terrorist" activities and
empowered international and national law enforcing agencies to take

Counter-Terrorism Committee
In the wake of the 11 September 2001 terrorist attacks in the United States,
the United Nations Security Council unanimously adopted resolution
1373, which, among its provisions, obliges all States to criminalize
assistance for terrorist activities, deny financial support and safe haven
to terrorists and share information about groups planning terrorist attacks.
UN Office on Drugs & Crime - Terrorism
In the context of the UN's efforts to prevent and combat terrorism, the
United Nations Office on Drugs and Crime (UNODC) has an expanded program
of work for technical assistance to counter terrorism that is based on
mandates recommended by the
UN Commission on Crime Prevention and Criminal Justice and approved by
the General Assembly. These
mandates, carried out by UNODC's Terrorism Prevention Branch (TPB)
within the
Division for Treaty Affairs (DTA), include the provision of technical
assistance and advisory services to countries in their fight against
terrorism. As a consequence, UNODC's operational activities focus on
strengthening the legal regime against terrorism. This involves providing
legislative assistance to countries, which enables them to become parties
to, and implement, the universal anti-terrorism conventions and protocols
and Security Council resolution 1373 (2001).

government through the United Nations is a serious threat to the freedom of
all Americans. Imagine being held prisoner in a foreign land and tried in an
international court with judges from such countries as Afghanistan, China,
or Iraq. The United Nations (financed by American taxpayers!) has long been
a safe harbor for terrorist and oppressive regimes which target America as
the enemy. Even more alarming, the United Nations is beginning to take aim
at the God-given rights enjoyed by Americans since our great nation was
founded. The right to self defense, use your own property, or even the right
to have children may all be trampled if the United Nations is allowed to
have the power it seeks.
