Self Defense Law Anthony Ervin was a career criminal. He was arrested eight times on assorted robbery, weapons, and assault charges between 1987 and 1996. On October 8, 1996, he accosted Courtney Beswick, a blind man who must have seemed like an easy target. After Ervin’s demands for money were repeatedly refused, he attacked Beswick. Beswick, a long time practitioner of martial arts, threw his assailant over his shoulder, onto the pavement. The fall broke Ervin’s neck, and he subsequently died.

Even if the police where so legally obligated it would be of no benefit in the interval between the onset of a "situation" and the arrival of the police. Be prepared to do your own work.

"The Truth About Self Protection" by Massad Ayoob. Defense of oneself and one's own family is indeed a human right. Annoying site, great article.
