DRACONIAN GUN RESTRICTIONS
PLANNED BY CONTROL GROUP
The new Brady law is only the
first step toward total gun confiscation.
By Mike Blair
Handgun Control, Inc.,
headed by Sarah Brady, the most powerful of the anti-gun organizations lobbying
for new firearms laws across the nation, has initiated a "five-year
plan" for disarming the American people. The SPOTLIGHT has learned that at
a meeting on December 29 in California, leaders of Handgun Control met to
discuss the plan, which includes some of the most draconian anti-gun laws ever
proposed in Congress or any of the individual states.
HERE'S WHAT'S COMING
Here is a list of some of the proposals that came out of the meeting in
California and which Handgun Control hopes can be achieved within five years:
* National licensing of all handgun purchases.
* Strict licensing for all firearms, whether handguns or not.
* Taking "a workable idea from Great Britain," the states would be
required to issue strict licenses for possession and require license be signed
by at least three public officials: i.e., the police chief, the city attorney
and the mayor, for example. All individuals must prove to the signers that they
require a firearm. This would be attached to any legislation requiring
purchasers to show a need for a firearm.
* An arsenal license to keep more than five guns and 250 rounds of ammunition.
The arsenal licensing fee is to be at least $300, with a cap of $1,000. Money
collected would be used to defray "immense medical costs directly
attributed to these deadly weapons." No arsenal licensing would be
permitted in counties with populations of more than 200,000.
* Requirement of a federally-approved storage safe for all guns. A revenue
source could be derived from mandatory inspection and licensing of all safes.
Each safe would be registered with a specific serial number and the serial
numbers and types of weapons stored within it would be on file with federal and
state authorities. Unannounced inspections would insure that all declared
weapons would be properly stored. All safe licenses would have an additional
yearly fee to offset the cost of the spot inspections.
* A ban on the manufacturing of firearms in counties with populations greater
than 200,000.
ASSAULT OF GUNS
* Extending the ban (now before Congress) on so-called "assault
weapons" to include any firearm that even remotely resembles a military
weapon. The ban would ultimately be expanded to include "high-powered air
guns" and "paintball weapons."
* The banning of carrying a firearm anywhere but home or at a target range or in
transit to one or the other.
* The elimination of a category for guns considered antiques for guns considered
antiques, collectors' items or curios, placing them in the same category as
other banned firearms.
* The banning of any ammunition that has been in service by a recognized
military force after 1945.
* The banning of any quantity of black or smokeless powder that would constitute
more than the equivalent of 100 rounds of ammunition.
* The banning of possession of explosive powders of more than one kilogram at
any one site.
* A national license for ammunition. A special form would be forwarded to a new
federal office to track those who are purchasing to much ammunition.
* A ban on the purchase and possession of ammunition re-loading components.
* National registration of ammunition buyers, the fees of which would go toward
a nationwide database of ammo buyers, with a possible background check to
eliminate purchase of dangerous ammo by felons or mental patients.
* The requirement of special storage safes to keep ammunition and the licensing
of such safes. Again, unannounced spot inspections could be conducted by federal
officials.
* The restriction of gun ranges to counties with populations of less than
200,000 and the licensing of all ranges.
TAXES (OF COURSE)
* A tax of $85 per visit by a shooter to a gun range, which would be in addition
to regular membership fees.
* A waiting period for the rental of pistols at firing ranges.
* A ban on all "gun shows."
* The banning of all "military reenactments," such as re-enactments of
Revolutionary War and Civil War battles.
* Making unlawful the assembly of more than four armed individuals.
* The beginning of a ban on hunting on all public lands.
* Required fingerprinting and photographing of all gun owners and these and
other records of gun owners would be made public.
* Random police checks, like the current "sobriety checks" on
automobile drivers, to locate firearms.
* A ban on all realistic replicas/toy guns or non-firearms capable of being
rendered realistic.
Not stopping at this point, the gun grabbers are also looking ahead to 15 years,
by which time the following would be accomplished:
* A ban on all "militaria," including military clothing, camouflage
clothing etc.
* Allowing for those who produce television or motion pictures depicting
violence to be held financially accountable for any acts of violence that may
result from someone being influenced by them.
* The total elimination of all arms from society, with the exception of the
military.
