LICENSING OF GUN OWNERS
PROPOSED
The gun-grabbers, buoyed by
their recent success with the Brady bill, are planning phase two of a major
effort to curb Second Amendment rights.

As most gun owners and shooting
sports enthusiasts feared, the passage last December of the so-called Brady
bill, mandating a five-day national waiting period for the purchase of a
handgun, was the beginning of a major campaign to usurp the Constitutional right
of American citizens to keep and bear arms.
Named for former Reagan Press Secretary James Brady, who was seriously injured
in an assassination attempt on Reagan in early 1981, the new law went into
effect on Feb. 28 and mandates that a citizen must wait for five days to
purchase a handgun while a background check is made to determine eligibility.
The SPOTLIGHT warned in its March 7 issue that Handgun Control Inc., which
backed the Brady bill and is chaired by Brady's wife, Sarah, plans a massive
anti-gun drive including such preposterous proposals as to ban reenactments of
Civil War and Revolutionary War battles, restrictions on shooting ranges, the
banning of air guns, the assembly of more than four persons carrying firearms
etc.
LICENSING OWNERS
On Feb. 28, Brady held a news conference to announce the start of a new
campaign, "Brady II," which will, if enacted into law, mandate the
licensing of all gun owners and the registration of all firearms. Gun owners
would be required to obtain a license, which would consist of a card bearing the
owner's photograph.
The oppressive intrusion upon
law-abiding American citizens' right to keep and bear arms would also limit the
purchase of handguns to one per month, ban so-called "assault
weapons," which to gun grabbers can include virtually any gun that fires
semi-automatically, increase the tax on handguns and tighten the regulation and
screening of gun dealers.
The bill is being introduced in the Senate by Sen. Howard Metzenbaum (D- Ohio)
and in the House by Rep. Charles Schumer (D- N.Y.), both sponsors of the
original Brady bill.
The measure seems to have the support of President Bill Clinton, who called
Brady, stating, "I know this is just the beginning of our fight, and I know
that you've got a lot of other objectives you want to achieve, and I want you to
know that we're going to be in there pulling for you and working with you."
Already the Senate has passed a measure to restrict the manufacture, sale and
possession of so-called "assault weapons,' which includes by name rifles,
shotguns and pistols, as well as a ban on "clip" magazines holding
more than ten rounds of ammunition.
ANTI-CRIME HYSTERIA
The measure was attached as an amendment to the so-called crime bill, which was
passed last December by the Senate.
It was introduced late in the
session by Sen. Dianne Feinstein (D- Calif.) with most senators having virtually
no time to study it before they were required to vote.
Referring to the Brady bill, Rep. Schumer said, "We're the worst nightmare
of the NRA [National Rifle Association] and we're back [to seek support for
'Brady II']".
The NRA, Gun Owners of America, and gun clubs and sportsmen's groups across the
nation are calling upon everyone who opposes this latest gun grab to write or
call their senators and congressmen to register their protest.
The NRA and Gun Owners have pulled out all stops to halt the passage of any
further legislation, fearful that whatever gets through Congress will be likely
to get Clinton's support.
"This administration doesn't care about crime control but only cares about
creating the illusion that they are doing something about crime," Richard
Gardiner, legislative counsel of the NRA, stated.
